Finely chop shrimp and water chestnuts. Combine first 8 ingrediants in a bowl. Add chicken stock or water if mixture is too dry.
Put 1 or 2 Tbs mixture in center of a wonton wrapper. Wet the edges of the wonton wrapper with water to make it sticky. Fold wrapper over diagonally and seal it by pressing firmly on edges.
Warm oil to 350 degrees. Fry wontons until golden brown. Let cool 5 minutes.
