Measure the flour into a pitcher or bowl, then whisk in by dribbles the milk and water to make a perfectly smooth blend. Absolutely necessary to pour the mixture through a sieve. Wisk in remaining ingredients. Strain again! Let rest 1 hour (or 10 minutes if using instant-blending flour).
Heat crepe pan and apply butter flavored spray. Pour some batter into center of pan, and swirl around until it lightly coats the pan, remove excess if any. After the bottom of the crepe is lightly browned, spray uncooked side and flip over. Cook 15 or 20 seconds until that side is cooked as well and remove. Cool crepe on cooling rack.
